Enforcement of SASO Recognition Certificate for Selected Products

對(duì)指定產(chǎn)品需強(qiáng)制進(jìn)行SASO認(rèn)可證書-IECEE認(rèn)證證書（SIRC)

SASO has recently made an announcement regarding a new requirement for the shipment certification of the following group of products which will be fully enforced from 15th February 2018:

沙特標(biāo)準(zhǔn)局SASO最近宣布了一項(xiàng)新的要求，范圍內(nèi)的9類產(chǎn)品需要向SASO申請(qǐng)并獲取SASO出具的IECEE認(rèn)證證書（SIRC)，要求從2018年2月15日起全面執(zhí)行下列產(chǎn)品的出貨認(rèn)證：

- Mobile Devices (移動(dòng)設(shè)備)

- Car Batteries (汽車電池)

- Mobile Phone Batteries (手機(jī)電池)

- Water Pumps (水泵)

- Dishwashers (洗碗機(jī))

- TV Sets (電視機(jī))

- Chargers for Mobile Phones and Parts (手機(jī)充電器及其配件)

- Lighting (燈)

- Electric Motors (電機(jī))

- Computers and Laptops (臺(tái)式電腦和筆記本電腦)

沙特SASO IECEE認(rèn)可證書（SIRC）產(chǎn)品清單更新

2020年9月28日以后出口到沙特的太陽能光伏產(chǎn)品，需要取得SASO IECEE認(rèn)可證書（SIRC）。以下是更新后的產(chǎn)品清單：

-Mobile Phone Devices移動(dòng)電話設(shè)備 

-Chargers for Mobile Phones手機(jī)充電器

-Household/domestic Electric pumps (under 3500 Watts)家用電動(dòng)泵（3,500瓦以下）

-Car Chargers for Mobile Phones用于手機(jī)的車載充電器

-Wireless Chargers for Mobile Phones無線充電器

-Power Bank 移動(dòng)電源

-Mobile Phone Batteries手機(jī)電池

-Laptops and Tablets筆記本和平板電腦

-Smart Watches智能手表

-Smart Band智能手環(huán)

-Television and Display Monitors 電視和顯示器

-Dish Washers 洗碗機(jī)

-Wireless Headphone, Earphones and similar products 無線耳機(jī)、有線耳機(jī)和類似產(chǎn)品

-Laptop Chargers (Electric transformer for Laptop)筆記本電腦充電器（變壓器）

-All lighting products and their control gears所有照明設(shè)備及其控制裝置

In accordance with this announcement, it is now obligatory for the above-listed product categories to comply with the following requirements:

根據(jù)本公告，上述類別產(chǎn)品必須符合下列要求：

- Safety testing by an IECEE CB Testing Laboratory

由IECEE CB測(cè)試實(shí)驗(yàn)室進(jìn)行安全測(cè)試

- Issuance of Recognition Certificate from SASO

具有SASO頒發(fā)的認(rèn)可證書

The Recognition Certificate issued by SASO will replace the product certification stage in the yet to be implemented SALEEM certification process.

SASO頒發(fā)的認(rèn)可證書將取代產(chǎn)品認(rèn)證階段中尚未實(shí)施的SALEEM認(rèn)證程序。

Existing requirements such as EER and CITC shall still apply to some of the above-listed relevant products wherever applicable on top of this new requirement.

無論是否在新要求范圍內(nèi)，現(xiàn)行的要求（如EER和CITC）應(yīng)仍適用于上述的部分相關(guān)產(chǎn)品。

All NormalTCI Offices are hereby required to inform their concerned clients to comply with the new requirements immediately to avoid any delays once the enforcement starts. For those clients who do not have CB Test Reports and Certificates, Offices are requested to refer them to our NormalTCI IECEE CB Testing Labs. For facilitating the issuance of the Recognition Certificate from SASO, NormalTCI Offices should refer the clients to our KSA Importer and Government Office (KSA IGO) for a set fee to be advised on a case by case basis.

所有NormalTCI 諾莫檢測(cè)辦事處均須立即通知其有關(guān)客戶遵守新規(guī)定，以避免一旦開始執(zhí)行時(shí)出現(xiàn)任何延誤。對(duì)于那些沒有CB測(cè)試報(bào)告和證書的客戶，應(yīng)將他們轉(zhuǎn)到我們的NormalTCI 諾莫檢測(cè) IECEE CB測(cè)試實(shí)驗(yàn)室。為方便SASO簽發(fā)認(rèn)可證書，NormalTCI 諾莫檢測(cè)辦事處應(yīng)將客戶轉(zhuǎn)到我們的KSA進(jìn)口商和政府機(jī)構(gòu)(KSA IGO)，收取一定費(fèi)用，逐案提供咨詢意見。

On the enforcement of this requirement, NormalTCI Offices will no longer be allowed to certify shipments, of any of the above-listed products, if they are merely tested in a laboratory which is not a member of the IECEE, even though the lab is accredited to ISO 17025 standard.

CoCs shall only be issued for the shipments of these products if a Recognition Certificate is submitted along with the other essential documents as required by the existing shipment certification process. The Recognition Certification reference number/s shall be included under the remarks section of the CoC or on a separate addendum to the CoC.

如果提交了認(rèn)可證書和現(xiàn)有裝運(yùn)認(rèn)證過程中需要的其他必要文件，對(duì)這些產(chǎn)品可發(fā)放CoCs出貨證書。認(rèn)可證書編號(hào)應(yīng)在CoC證書的備注部分下面或在CoC證書的單獨(dú)附表上面。

Enforcement of G-mark Requirement for Low Voltage (LV) Electrical Products

低壓電氣產(chǎn)品G-mark要求的實(shí)施

NormalTCI Offices are hereby informed that SASO has decided to finally enforce the G-mark Regulation for Low Voltage (LV) Electrical Products starting from 18th January 2018. Only the (13) product group categories listed of this procedure are currently required to be compliant to the G-mark LV technical regulations. More products are expected to be added to this list progressively in the future, at which time it will be announced and conveyed to the Offices.

NormalTCI 諾莫檢測(cè)已被通知，SASO已決定從2018年1月18日起實(shí)施低壓電氣產(chǎn)品G-mark認(rèn)證條例。目前，只有本程序中列出的(13)類產(chǎn)品必須符合G-mark認(rèn)證低電壓技術(shù)法規(guī)。預(yù)計(jì)今后將有更多的產(chǎn)品逐步列入這一清單，屆時(shí)將向各辦事處公布和傳達(dá)。

For shipments of LV Electrical Products that are covered by the G-mark Technical Regulation, compliance to this regulation shall be verified by the Offices through the presence of a valid G-mark symbol (GCTS) on the product, product’s packaging, and user manual as the case may be and submission of the relevant Gulf Type Examination Certificate (GTEC).

對(duì)于G-mark認(rèn)證技術(shù)條例所涵蓋的低電壓電氣產(chǎn)品的裝運(yùn)，應(yīng)通過產(chǎn)品、產(chǎn)品的包裝，用戶手冊(cè)(視情況而定)及提交有關(guān)的海灣型式檢驗(yàn)證書(GTEC)上存在有效的G-mark符號(hào)(GCTS)來驗(yàn)證本條例的遵守情況。

For shipments of LV Electrical Products that have not yet complied with the G-mark Technical Regulation or the G-mark certification is under progress, Offices may consider to issue Certificates of Conformity for such shipments by extending a grace period to the exporter until 17th March 2018 for full G-mark compliance.

對(duì)于尚未遵守G-mark技術(shù)條例或G-mark認(rèn)證的低電壓電氣產(chǎn)品的裝運(yùn)，各辦事處可考慮給出口商發(fā)放合格證書，符合G-mark的寬限期可延長至2018年3月17日。

If Registrations/Licences have been issued for LV Electrical Products that are non-compliant to the G-mark Technical Regulations then the validity of the Registrations/Licences should be restricted till 17th March and a statement should be included in the file of the registered products that G-mark mandated products will not be granted Registrations /Licences after the deadline unless they comply with the G-mark Technical Regulation.

如不符合G-mark技術(shù)條例的低壓電氣產(chǎn)品已注冊(cè)/許可，則該注冊(cè)/許可的有效期應(yīng)至3月17日為止，并應(yīng)在注冊(cè)產(chǎn)品的檔案內(nèi)附一份聲明，說明G-mark強(qiáng)制產(chǎn)品的注冊(cè)/許可在截止日期后不被批準(zhǔn)，除非它們符合G-mark技術(shù)條例。

Further shipment inspection must be conducted on all such product shipments even if they are subject to selectivity in order to verify the presence of GCTS Mark (with the QR code and identification number of the Notified Body who has issued the G-mark certification) on the product, product’s packaging, and user manual.

必須對(duì)所有此類產(chǎn)品進(jìn)行進(jìn)一步的裝運(yùn)檢驗(yàn)，即使它們是有選擇性的去核實(shí)產(chǎn)品、產(chǎn)品包裝和用戶手冊(cè)上是否存在GCTS標(biāo)記(帶有QR代碼和G-mark授權(quán)認(rèn)證機(jī)構(gòu)的識(shí)別號(hào))。

NormalTCI Offices are requested to refer G-mark non-compliant clients to our NormalTCI Electrical and Network Assurance (E&NA) G-mark Notified Bodies for processing the G-mark certification of their products.

NormalTCI 諾莫檢測(cè)應(yīng)將不符合G-mark要求的客戶轉(zhuǎn)到我們的NormalTCI 諾莫檢測(cè)電氣和網(wǎng)絡(luò)保證(E&NA) G-mark授權(quán)機(jī)構(gòu)，以處理其產(chǎn)品的G-mark認(rèn)證。

Starting from 18th March 2018, CoCs shall not be issued for any shipments that include the mandated (13) LV Electrical product categories if they are found to be non-compliant to the G-mark Technical Regulation.

從2018年3月18日起，如果發(fā)現(xiàn)強(qiáng)制的(13)類低電壓電氣產(chǎn)品不符合G-MARK標(biāo)記技術(shù)條例，則不應(yīng)對(duì)其發(fā)放COC證書。
