According to the memorandum of the Central Bank of Libya, on May 10, 2015, the Central Bank of Libya issued Resolution No. 96 to regulate the use of foreign exchange in the issuance of documentary credits.
The direct impact of this resolution is that all goods imported into Libya require an inspection certificate issued by an international inspection company in order to obtain financing from commercial banks based on documentary credit certificates.
This law also stipulates that if its customers fail to comply with the 2015 N ° 96 resolution, the issuing bank of the import goods letter of credit shall report such violation to the Central Bank of Libya within the prescribed time.

The Central Bank of Libya has issued a regulation requiring test reports for products such as tires, medical supplies, kitchenware, and appliances
Recently, The Central Bank of Libya issued ARN2020/68, which raised the standards for evaluation documents and added requirements for test reports for products such as tires, medical supplies, kitchenware, and appliances exported to Libya.
The article stipulates that products exported to Libya must comply with Libyan standards and regulations. In addition to obtaining a Certificate of Inspection (COI) certificate, they also need to obtain a test report issued by an internationally recognized laboratory with ISO17025 qualifications in order to clear customs smoothly and enter the Libyan market.
