          Petroleum products begin to undergo pre shipment conformity assessment program PECAE

          Product conformity assessment (PCA)

          The requirements for pre shipment conformity assessment (CoC) in Cameroon are specified by the Cameroon Quality Standards Agency (ANOR).

          Purpose of implementation:

          (1) Ensure that only products that meet the standards are imported into Cameroon;

          (2) Protect the public from the impact of substandard products that may endanger public health, safety, and the environment;

          (3) Protect local manufacturers from unfair competition from imported substandard products;

          (4) Prevent the dumping of substandard goods into Cameroon.

          Scope involved:

          Evaluate whether all regulated imported products comply with Cameroonian standards or approved NormalTCI Nomo testing standards.

          List of goods regulated by the CoC program in Cameroon:

          Category 1: Toys and sports equipment;

          Category 2: Electronic and electrical products;

          The third category: automobiles;

          Category 4: Chemicals;

          Category 5: Mechanical materials and gas products;

          Category 6: Paper and stationery;

          Category 7: Furniture (wooden and metal products);

          Category 8: Textile, leather, plastic, and rubber products;

          Category 9: Safety (personal protective) equipment;

          Category 10: Food;

          Category 11: Second hand products;

          Class 12: Fuel products.

          List of Goods Exempted from the CoC Program in Cameroon:

          Category 1: Personal belongings, personal belongings;

          Category 2: Gemstones and precious metals;

          Category 3: Artworks;

          Category 4: Explosives and pyrotechnic products;

          Category 5: Weapons, ammunition, and war equipment;

          Category 6: Daily necessities for animals;

          Category 7: Contemporary newspapers and magazines;

          Category 8: Non commercial parcels and commercial samples

          Category 9: Donations from foreign governments or international organizations, foundations, welfare institutions, and charitable organizations;

          Category 10: Gifts and supplies for the personal use of consuls and diplomatic missions or organizations sponsored by the United Nations.

          Verification process

          Exporters should submit the following documents to NormalTCI for testing:

          (1) Application for authentication (indicating entry point as Cameroon);

          (2) Formal invoice;

          (3) Quality Management System Certification Certificate;

          (4) Integrate files (test reports, quality certificates, analysis reports, etc.);

          (5) Final invoice (requires issuance of CoC);

          To obtain a certificate that meets all standards or technical requirements, the goods must undergo one or any combination of the following verification processes:

          (1) Physical inspection;

          (2) Laboratory testing;

          1. NormalTCI laboratory for Nomo testing.

          2. An accredited laboratory with specific product testing standards ISO/IEC 17025 testing qualifications.

          3. (a) Testing provided by the manufacturer's laboratory witnessed by personnel of the certification service provider; Or (b) the manufacturer's laboratory provides the following information:

          The manufacturer already has a well-established quality management system;

          The manufacturer provides a list of their laboratory equipment and the final calibration records.

          (3) Factory audit;

          (4) Verify the documents.

          After the verification process is completed and the results are satisfactory, the exporter must submit the final invoice (excluding air freight, express delivery, and shipping fees from nearby countries) in order to obtain the CoC certificate

          Evaluation method

          There are three methods for exporters to prove the conformity of their products and obtain a Certificate of Conformity (CoC) from NormalTCI testing:

          Path A: Applicable to any goods and any trader;

          Route B: Recommended for common exporters with homogeneous products (registration updated annually, requiring continuous compliance);

          Path C: Used for certifying products.

          Certificate of Conformity (CoC)

          The NormalTCI Certificate of Conformity (CoC) is a document issued to demonstrate that the goods comply with the relevant approval standards.

          (1) This document is required for customs clearance;

          (2) For goods shipped to Cameroon without a CoC compliance certificate, importers may be fined 5% of the expected net profit or 100% of the turnover.

          (3) The Cameroon Quality Standards Agency (ANOR) will only approve the release of goods that have completed testing (if applicable) and verified compliance with standards. The seller is responsible for ensuring that only goods with valid compliance certificates or confirmed compliance with certification decisions are shipped to Cameroon.

          Non Conformance Certificate (NCR)

          If the report from verification activities such as testing or inspection shows that it does not comply with the standard requirements, the exporter will be notified accordingly and have sufficient time to make necessary corrections; If there is no or inability to do so, a Non Conformance Certificate (NCR) will be issued. This means that the goods are not allowed to be transported to Cameroon.

          Cost

          The cost shall be paid in advance by the exporter. The deduction of fees may apply to any taxes that should be paid upon receipt of an authentication request (RFC) or any subsequent taxes to be collected. Even if the exporter or importer is unable to obtain the information or documents required for the final issuance of the Certificate of Conformity (CoC) after evaluating the goods, or for any reason, the shipment of the goods cannot proceed, the fees shall be paid.

          Scope and conditions of cost coverage

          The above fees include document verification and physical inspection fees before the issuance of CoC/NCR certificates.

          The above expenses are net expenses and do not include the following:

          (1) Laboratory testing: quotation based on specific circumstances;

          (2) Product registration;

          (3) Manufacturer's license;

          (4) Sampling of bulk shipments of goods;

          (5) Re examination;

          (6) Witness the loading and sealing of containers.

          Textile products exported to Cameroon will begin implementing the pre shipment conformity assessment program PECAE

          The Cameroon Bureau of Standards and Quality (ANOR) has released an update notice on the Cameroon Pre shipment Evaluation of Conformity (PECAE) program. Starting from September 24, 2019, all textile products imported to Cameroon or locally processed and manufactured within the scope of Cameroon standards NC1816:2017&NC1817:2017 will be included in the control scope of PECAE and its prescribed product conformity assessment procedures will be enforced.

          A Certificate of Conformity (AC) can be issued to prove that the goods meet the relevant approved standards, and this document will be delivered to the exporter. The Cameroon Standards and Quality Agency ANOR issues a Certificate of Conformity (CoC) based on the Certificate of Conformity (AC) and delivers it to the importer. The CoC certificate is a necessary document for customs clearance.

          Export to Cameroon Reminder - Pre shipment Compliance Assessment Plan PECAE Control Products Added

          Recently, the Cameroon Bureau of Standards and Quality (ANOR) released an update notice on the Cameroon Pre shipment Evaluation of Conformity (PECAE) program, which has approved the inclusion of certain protective products and medical equipment within the control scope of PECAE, and has begun to enforce its new standards and product conformity assessment procedures.
